Exploring the Intersection of millennial cultures and sustainable urban development
Anthropogenic global warming and ensuing climate change constitute two of the greatest threats faced by the human race, evidenced most recently by the devastative effects of el Niño in Bolivia. The Eco Pueblo multinational cooperative project in Sacaba Municipality, Cochabamba, Bolivia responds to the unprecedented challenges posed by climate change through the analysis and application of research for the establishment of a viable, culturally relevant and replicable model for environmentally sound urban communities.
The Eco Pueblo model draws its inspiration from, and is rooted in, Bolivia’s rich cultural history. Like Bolivia’s millennial cultures, the Eco Pueblo model is assimilative, embracing time tested environmental practices oriented towards conservation, biological diversity, efficient hydrology, food security, reciprocity and cosmological orientation. Within this context are more modern elements which harness the environment sustainably, such as NET Zero “off grid” energy efficiency through extensive use of stored photovoltaic energy. The result is a modern, sustainable urban community uniting indigenous culture and expertise with 21st century techniques and software.
The Eco Pueblo Inter Institutional Agreement
INTERINSTITUTIONAL COOPERATION FRAMEWORK AGREEMENT (MULTINATIONAL COOPERATIVE)
BETWEEN THE GOVERNMENT AUTONOMOUS MUNICIPAL SACABA, NEEM (NATURAL ECOLOGICAL ENVIRONMENTAL MANAGEMENT), BIOSPHERE-DHARMA FOUNDATION AND INSTITUTIONS AND PERSONS ASSOCIATED WITH THE DEVELOPMENT AND ECOLOGICAL CITIES TO NOW INCLUDE USA/North Carolina, CUBA, SOUTH AFRICA, SAMOA (SAVI’I)
This document certifies an interagency cooperation agreement signed in accordance with the following clauses:
FIRST.- Of the parties: Parties
Speakers in this Convention:
1.1 The Government Autonomo Municipal de Sacaba legally represented by Mr. Humberto Sanchez Sanchez, C.I. 3617895 Cbba. in his capacity as Mayor, the city government will be called later and at the end of the agreement.
1.2 Natural Ecological Environmental Management (NEEM) legally represented by Mr. Jeffrey A. Ensminger, with registered office at 614 Shepherd Street, Durham, NC, USA 27701, who also represents his associate, the Cuban Association of Agricultural and Forestry Technicians (ACTAF) led by Dr. Fernando Funes, also Partners of the Americas, which later convention and late NEEM be known.

THIRD.- Background.-
The construction of cultural, environmental, technological solutions, socio-economic and territorial combining ancestral and contemporary knowledge for strategic planning of the country, constitutes a major task for the implementation of the New Constitution of the Plurinational State of Bolivia to Live Well .
Infrastructure design and operation plans of communities, towns and cities, should allow a harmonious habitat with nature, respect for cultural diversity and the rights of Mother Earth, with autonomous, community, state and private territorial spaces interconnected and solidarity.
The Eco-Villages venture is the design of ecological, social and productive habitat. Integra at least five indicators of Living Well. The habitat solutions to meet the basic necessities of life: food, shelter and work, supplied by clean energy access to knowledge in a project to a culture of peace, progressive, complementary and supportive environment.
In the first phase we talked to push the first Ecovillage in Bolivia in the Municipality of Sacaba, with an area of 75 hectares, provided by the municipality, in addition to promoting global event ecovillages and Ecological Cities from 2017 to 2018, as a milestone to promote friendly solutions applicable Mother Earth in America and the world.
These factors are stepping forward to the already rich exchange that has taken place in the world with initiatives such as the Earth Summit in Rio de Janeiro and eco-cities since 1990 and the solar decathlon started in 2007 inspired in Bolivia Pentathlon Habitat in 2011 to ecological and productive social housing. In the world there are now networks of eco villages, which have precisely this 2015 summit.
Bolivia led the Amauta project in the OAS since 2007, during the first World Solar Decathlon. Smart Cities (Smart Cities), and particularly the Emerging Sustainable Cities Initiative ICES has also put on the agenda IDB Bolivia and Cochabamba, Kanata today in particular.
Fourth.- of participants and contributions.
Mayor, has prioritized the management decided in this planning and construction of the first Ecopueblo of the Metropolitan Region of Kanata and become headquarters of the World Summit ecovillages and Ecological Cities 2017-2018 momentum. NEEM, as an international organization, will promote the project, seek alliances, strategic partners, investment and training, especially in the area of agro-ecology, safety and food and related sovereignty, working with ACTAF, Duke University and other institutions and related enterprises both Cuba as in Asia, Africa and America.
BIOSPHERE is a nonprofit organization that aims to educate its members and society in general on the principles and higher values of existence expand knowledge oriented towards healthy lifestyles, and comprehensive peaceful life. Integrated multidisciplinary teams design and implementation of projects and a team of international strategic thinking. It has the task of international coordination with related entities.
COMMITTEE, to coordinate public and private partnerships, organize events, events, presentations, publications and other towards enhancing the image of vanguard of ecovillages and Ecological Cities, focusing on the construction of state policies, seeking support and resources and contributing in providing social and environmental policies to education and health, structural and visionary way.
FIFTH.- the object
In a first phase the following general objectives:
5.1 The establishment of the first eco-village in the area of 75 hectares in Sacaba as replicable model of Living Well with biophysical and cultural to establish a self-sufficient community, with capacity for prevention and conflict resolution and material and spiritual progress aspects. For this purpose coordination and synergy in the plans of the participating institutions be sought, as well as other public, community and private entities.
5.2 Promoting Sacaba, part of the metropolitan area of Kanata, to host the World Summit ecovillages and Ecological Cities 2017-2018, which in some areas are known as Communities of Mother Earth.
5.3 The signatories will meet monthly to ensure the objectives of this agreement.
SIXTH.- the validity and TERM.-
By agreement of the parties, this Agreement will enter into force from the date of signature and at this stage it will last five years to ensure the preparations pre, during and post summit; it shall be subject to periodic review in accordance with the interests of the parties involved and may be extended, ensuring compliance with the aims and objectives set out in this agreement. You can traced back to the coming phases. a monitoring plan and monitoring will be agreed.
SEVENTH From conformidad.-
We, the participants in this agreement, we express our full conformity with the whole tenor of it as being genuine expression of our will and because it is the realization of a non-negotiable human right, the basic needs, whose signal we signed the foot exemplary quadruple. Other institutions may also accede to it subsequently.
